Canadian Coast Guard Response Program
Robert Brooks, National Director of Marine Environmental and Hazards Response, and Josée Annie Verville, Director, Compliance and Enforcement at the Canadian Coast Guard (CCG) will present on the Canadian Coast Guard Response Program.
The presentation will provide an overview of the role of the Canadian Coast Guard as the lead federal agency to respond to on the water pollution and hazardous vessels incidents. The goal of the CCG is to reduce the impact of marine pollution spills on public safety, the marine environment and infrastructure.

Robert joined the Public Service in 2005 working at Environment Canada. In 2008, Robert joined Fisheries and Oceans Canada’s Science Sector and in 2013 moved to the Canadian Coast Guard where he has held a variety of positions including Director of Economic, Industry Intelligence and Arctic Policy; National Director of Incident Management; National Director of Vessels of Concern, and his current position is National Director of Marine Environmental and Hazards Response.
Josée Annie Verville, Director of Compliance and Enforcement at the Canadian Coast Guard (CCG).
Josée Annie Verville is Director, Compliance and Enforcement at the Canadian Coast Guard (CCG). She has been overseeing since April 2023 the launch of the first ever enforcement program of CCG that will ensure that vessel owners are held accountable for the risks they create for the marine environment as per the “polluter pay principle”.
Previously, she served as acting Executive Director Incident Management at CCG where she oversaw, among other things, the preparedness of CCG to respond to incidents across the country. Prior to joining the Canadian Coast Guard, she occupied various positions in enforcement and international fisheries in Fisheries and Oceans Canada.
She graduated in 2003 with a master’s degree in international relations from Université Laval in Quebec City.
